COMMUNITY LAND TRUST - HOMEOWNERSHIP NOFA 

The Baltimore City Department of Housing & Community Development (DHCD) is making up to $8.1 million available from its Affordable Housing Trust Fund to support homeownership projects sponsored by Community Land Trusts (CLTs). Qualified applicants can request up to $1,000,000.00 per project.  Application submissions will be accepted on a rolling basis through June 30, 2025.

AFFORDABLE HOUSING TRUST FUND
REQUEST FOR PROFESSIONAL SERVICES
RENT SUPPORT LONG TERM VOUCHER PROGRAM

The Baltimore City Department of Housing & Community Development (DHCD) issued a Request for Professional Services (“RPS”) from qualified applicants interested in providing consulting services and technical assistance to DHCD to establish a long-term voucher program funded from rent support allocation within the Affordable Housing Trust Fund (AHTF). The AHTF program is interested in funding: (1) a local Project Based Rental Subsidy program; and (2) a local Tenant Rental Assistance program (collectively, the “Voucher Program”). The chosen consultant shall research and recommend structures for the Voucher Program funded by the AHTF and will deliver the following: 

• Program Research
• Budget and Financial Obligation Review
• Staff Capacity Review
• Number of units to be funded yearly
• Program Structure
• Methodology for issuing vouchers

The awarded consultant for this project is Enterprise Community Partners. 

NOTICE OF FUNDING AVAILABILITY
NEW CONSTRUCTION AND/OR REHABILITATION OF EXISTING AFFORDABLE RENTAL HOUSING

The Baltimore City Department of Housing & Community Development (DHCD) is making up to $7,000,000 available from the Affordable Housing Trust Fund to support new construction of affordable rental housing and/ or rehabilitation of existing rental projects for affordable housing. Qualified applicants can request up to up to $1,000,000. See link to the NOFA guidelines below.  The NOFA application portal will open on 2/2/2024.  Applications are due by 4:00 PM EST on 3/18/2024 via the Neighborly application portal.

OVERVIEW OF THE AFFORDABLE HOUSING TRUST FUND

In November 2016, City voters approved a Charter Amendment to create the Affordable Housing Trust Fund.  Article I, Section 14 of the City Charter establishes the Trust Fund, sources of revenue, administration and oversight, membership and roles and responsibilities of the Commission, income requirements, permitted uses, and affordability periods.

The Fund is intended to support both rental and for-sale affordable housing for very-low and low-income households.  The Trust Fund requires that all revenue be used to help those with incomes at or below 50 percent of the Area Median Income (AMI) as established by the Department of Housing and Urban Development (HUD) (approximately $46,000 for a household of four in 2018) and that at least half of the funds be used to help those with incomes at or below 30 percent of the Area Median Income (approximately $27,000) for a household of four in 2018.

City Council Bill 18-0221, Ordinance 18-215, Recordation and Transfer Taxes, “Yield” Excise Tax – Dedicated Proceeds to the Affordable Housing Trust Funds, was signed into law in December 12, 2018, and became effective in January 2019.  The legislation provides a long-term source of funding through a 0.6% excise tax on the transfer of real property valued at or above $1 million and a 0.15% excise tax on the recordation tax for real property transaction value at or above $1 million.  Approximately $13 million per year is expected to be generated through the proposed new excise taxes.

The City allocated additional funds to support the Trust Fund as follows:

The Trust Fund will be administered by the City’s Department of Housing & Community Development (DHCD) and overseen by an advisory commission that includes representation from housing advocates, developers, financiers, and others with expertise in housing and community development.  The Commission is charged with making recommendations to DHCD regarding policies, rules, and regulations pertaining to the implementation, expenditures, and operation of the Fund.
