City Invites Expressions of Interest

Developer attention sought for key city-owned properties

Baltimore, MD - The City of Baltimore has launched a call for expressions of interest (EOI) to develop several parcels of publicly-owned properties throughout Baltimore city.  The Baltimore City Department of Housing & Community Development  (DHCD) is managing the activity, which involves seven strategic locations (listed below).

The EOI aims to (a) begin the redevelopment process by publicizing information about properties primed for redevelopment, (b) establish a list of interested and qualified parties or firms, and (c) lead to the development of Requests for Proposals if warranted.

“The objective of this process is to introduce a cost-effective way to measure the level of developer interest in key properties that are primed for redevelopment,” said Jay Greene, DHCD chief of operations.  “For the first time, an on-line process has been created where interested persons can view the available properties and submit an EOI for any properties that interest them.”

Interested parties can attend a pre-submission conference to learn more about these opportunities on December 11, 2019, 417 E. Fayette Street, 8th floor, 5-6 p.m. 

“Our goal is to lead transformative change as indicated in our comprehensive Community Development Framework,” Greene continued.  “In the Framework, we identify several Impact Investment Areas where focused community development work is being coordinated.   Part of our strategy to spur change in neighborhoods is supporting large scale redevelopment in key locations like the ones being offered at this time.”
