Invitation for an Expression of Interest

With the goal of leading transformative change, DHCD has issued a comprehensive Community Development Framework. The Framework brings into focus DHCD's overall strategy and plan and articulates key strategic approaches for launching a new era of neighborhood investment. The Framework identifies several Impact Investment areas throughout the city where focused community development work is being coordinated through the Mayor’s Neighborhood SubCabinet. One strategy that DHCD utilizes to spur change in neighborhoods is supporting large scale redevelopment in key locations. Informed by the work of the SubCabinet, DHCD has identified several city-owned properties that are primed for redevelopment. To begin the redevelopment process, DHCD is now seeking an Expression of Interest (“EOI”) from qualified development teams to redevelop the specific city-owned properties listed below. It is intended that the EOI will serve as a basis of establishing a list of interested and qualified firms to be invited to respond to a Request for Proposals (“RFP”) in the Spring of 2020. However, DHCD, in its sole discretion, reserves the right to request additional information from respondents; to not issue any RFP; to issue the RFP at a later date or to enter directly into an Exclusive Negotiating Privilege with a qualified respondent

Complete the online form and submit a response no later than 11:59 p.m., on Tuesday, March 3, 2020. No submission will be accepted after this time. Submissions will be electronically date stamped upon receipt and you will receive a confirmation email. Incomplete or late submissions will not be processed.

Process and Schedule

DHCD will review each EOI. The evaluation will be based on information submitted and any related information that staff may discover in analyzing or verifying information submitted in the response or subsequently requested. Based on this evaluation, DHCD will determine whether to issue an RFP, and if one is issued, DHCD will create a list of qualified developers to invite to participate in the RFP.
