City Shops Developer Interest in Six Surplus School Buildings

The Baltimore City Department of Housing & Community Development has issued a call for expressions of interest to develop six city-owned surplus school buildings.  The properties cover more than 60 acres of city-owned land and are part of the City’s 21st Century Schools Initiative in which Baltimore City Schools are required to surplus multiple school buildings over the next 10 years.

City/Community Partnership Targets More Than 700 Blighted Properties for Renewal in Johnston Square

Components of a Master Plan to convert more than 700 blighted and abandoned properties to new housing and green space were revealed today by Mayor Bernard C. “Jack” Young and Johnston Square Partners, LLC (JS Partners).  The Master Plan is being developed per the terms of a Land Disposition Agreement (LDA) approved by the City’s Board of Estimates in October of 2019 and will return currently vacant buildings and lots to the tax rolls.

Spending Plan Adopted for City's Affordable Housing Trust Fund

A spending plan designed to aid in housing for low- and extremely low-income households was adopted by the Affordable Housing Trust Fund (AHTF) Commission at its regularly scheduled monthly meeting today.  An anticipated $17 million in Fiscal Year 20 is slated to support Community Land Trust initiatives, new construction, rental preservation, senior homeownership repairs, rent supplements and Choice Neighborhoods. 

Baltimore Project Among Selected Contract Awards For Fannie Mae $10 Million Innovation Challenge

Fannie Mae has announced a Baltimore project among its contract awardees as part of its Sustainable Communities Innovation Challenge (The Innovation Challenge) initiative.  DHCD teamed up with Baltimore-based UPD Consulting to advance the idea of a school-based affordable housing program for families with young school-aged students who face housing instability during the school year.

City Invites Expressions of Interest

The City of Baltimore has launched a call for expressions of interest (EOI) to develop several parcels of publicly-owned properties throughout Baltimore city. The EOI aims to (a) begin the redevelopment process by publicizing information about properties primed for redevelopment, (b) establish a list of interested and qualified parties or firms, and (c) lead to the development of Requests for Proposals if warranted.

 

Baltimore City Begins Registration Process for Short-Term Residential Rentals

Effective December 31, 2019, all short-term rental properties (properties that rent for 90 or fewer consecutive days) must be licensed.  A homeowner may be issued a short-term residential rental license for his or her permanent residence − one in which the owner resides for at least 180 days annually.  

Mayor Young and DHCD Announce $3.3 Million in Capital Grants

Mayor Bernard C. “Jack” Young and the City’s Department of Housing & Community Development named 25 grant awards today under the Community Catalyst Grants Program.  The grants, which total $3.3 million, are expected to help leverage over $52 million in development activity across Baltimore neighborhoods.

$68 Million Development Proposed for Park Heights

Mayor Bernard C. “Jack” Young and the Baltimore City Department of Housing & Community Development announced the winning proposal for the development of 17+ acres of city-owned vacant land in the Park Heights Major Redevelopment Area. The NHP Foundation was announced today as the selected team awarded the development rights and responsibilities for redevelopment of the area. Over the past five years, the City has assembled the land and invested more than $13 million in acquisition, relocation, and demolition costs.  

Deadline Extended for Homeowners’ Property Tax Credit Program

DHCD is encouraging Baltimore homeowners to utilize the property tax credit program for homeowners with a combined household income of less than $60,000.  Online applications for the tax credit can be submitted until October 1. The State of Maryland Homeowners’ Property Tax Credit program provides credits against the homeowner’s property tax bill if the property taxes exceed a fixed percentage of the homeowner’s gross income.
