Developers Sought for Strategically Located Properties

The Baltimore City Department of Housing & Community Development (DHCD) has issued its Fall 2022 Request for Proposals (RFP), offering key sites for future development.  Multiple sites are being offered in the Biddle Street, Central Park Heights, Harlem Park, Jonestown, Park Circle, and Westgate neighborhoods.

Following numerous inquiries received during our Expression of Interest query, the following properties are being offered in this RFP:

DHCD is seeking creative and competitive proposals from experienced and qualified developers with a proven track record in delivering urban development projects. Submissions are due by Monday, November 14, at 11:59 p.m. (EST). DHCD’s Development Division will evaluate proposals considering many factors, including but not limited to the diversity of development teams, proposed financing planning structure as well as an interest in accomplishing specific goals and objectives of the respective neighborhoods and their stakeholders. 

A virtual pre-proposal conference will be held on Wednesday, September 21, at 5 p.m., to provide details on each site, proposal submission criteria, and timelines.
