Mayor Doubles Incentive for First-Time Homebuyers to $10,000

Mayor Brandon M. Scott announced that effective May 1, 2022, the City is increasing incentives for first-time homebuyers to $10,000 for eligible households. Additionally, qualified homebuyers purchasing homes in Impact Investment Areas will be eligible for $20,000 in first-time homebuyer incentives. 

DHCD Seeking Developer Interest in Several City-Owned Properties

DHCD has issued a call for an expression of interest (EOI) to develop several city-owned properties.  The City is seeking submissions from experienced developers for six strategic locations – two are vacant lots. 

Mayor Scott Announces Emergency Mortgage Assistance Program for Baltimore Homeowners

Mayor Brandon M. Scott announced a new program to support Baltimore City homeowners facing a mortgage crisis. The Emergency Mortgage & Housing Assistance Program will assist Baltimore City homeowners experiencing economic hardship related to the COVID-19 pandemic whose homes are at risk of foreclosure.

Application Period Opens for Community Catalyst Grants

DHCD announced the availability of $2.8 million in capital funds under the Community Catalyst Grants (CCG) program. The CCG program funds community development work in historically disinvested areas. Launched in 2018, the CCG program provides funding support to emerging and established organizations for community-based initiatives.

City’s Review of Vacant Properties Complete, Mayor Announces $100 Million ARPA Commitment Towards Housing Equity

Mayor Brandon M. Scott is committing $100 million in ARPA funding towards housing initiatives designed to protect residents, prevent blight, create affordable housing initiatives, and implement vacancy recommendations made through Mayor Scott’s 30-day directive to address Baltimore’s vacant housing stock.

Mayor, City Leaders Announce Tax Sale Exemption Program

Under the leadership of Mayor Brandon M. Scott, Department of Finance Director Henry J. Raymond, and Housing Commissioner Alice Kennedy, the City of Baltimore will open the application to its Tax Sale Exemption Program on Tuesday, February 15, 2022. The Tax Sale Exemption Program is an annual city program managed by the Departments of Finance and Housing and Community Development.

HUD and City of Baltimore Mark 30th Anniversary of Office of Lead Hazard Control and Healthy Homes

HUD visited Baltimore today to mark the 30th anniversary of the creation of the Office of Lead Hazard Control and Healthy Homes and to highlight the progress by the Green & Healthy Homes Initiative (GHHI), the City of Baltimore and partners in the fight to end childhood lead poisoning. That partnership has achieved a 99% reduction in childhood lead poisoning prevalence in Baltimore since 1993.

DHCD Issues Fall 2021 RFP

DHCD issued its Fall 2021 Request for Proposals (RFP), offering key sites for future development.  Multiple sites are being offered in the Broadway East, Franklintown Road, Grove Park, Harlem Park, Kenilworth Park, Park Heights, Sandtown Winchester, and South Clifton Park neighborhoods.

Inclusionary Housing Draft Interim Report Available for Public Comment

Inclusionary Housing refers to municipal and county planning ordinances requiring a given share of new construction be affordable. DHCD is working to offer recommendations for new legislation to improve the ordinance’s effectiveness in creating new affordable units and supporting equitable community development.
