The Baltimore City Department of Housing & Community Development is organized into five units: Administration, Communications, Policy & Partnerships, Operations, and Information Technology.  Within the Operations unit, there are five divisions:  Development, Homeownership & Housing Preservation, Research & Consolidated Planning, Housing Code Enforcement & Emergency Operations, and Permits & Litigation.
