Invitation for Development Proposals

On behalf of the City of Baltimore, the Department of Housing & Community Development (DHCD) is seeking development proposals for city-owned land in various neighborhoods.  With the goal of leading transformative change, DHCD issued a comprehensive Framework for Community Development. The Framework brings into focus DHCD's overall strategy and plan and articulates key strategic approaches for launching a new era of neighborhood investment. The Framework identifies several Impact Investment areas throughout the city where focused community development work is being coordinated through the Mayor’s Neighborhood SubCabinet. One strategy that DHCD utilizes to spur change in neighborhoods is supporting large scale redevelopment in key locations. Informed by the work of the Mayor's Neighborhood SubCabinet, DHCD has identified several city-owned properties that are primed for redevelopment.  DHCD has received interest, via the DHCD Spring 2020 Expression of Interest (EOI) and is seeking formal proposals for the redevelopment of the city-owned properties listed below.
