You can use Baltimore City’ online permitting system to apply online for an ePlans permit (those with full construction documents/plans) and the following types of permits:
- Permit Extensions
- Amendments to add/change contractors
- Construction/Alterations (1- and 2-Family Dwellings)
- Demolition (interior and exterior)/Razing
- Use & Occupancy
Applicants use the same login for ePlans and ePermits. The online system will allow you to:
- Apply for a permit 24 hours a day
- Send and receive messages about your permit
- Pay for your permit
- Receive your permit via email

To begin processing an application you will need the full scope of the work to be done, the contractor's name and license number, and PDF versions of any required drawings/sketches or construction plans.
NOTE: All electrical, gas, HVAC&R, and plumbing work requires a licensed contractor. Contractors used for construction work on 1-and 2-family dwellings must have a Maryland Home Improvement (MHIC) license.
Licensed contractors: Licensed contractors must be registered with Baltimore City in order to pull permits through this system. To register your license, use the "License Management" button to enter your license number and the ePermits access code sent to you via U.S. mail. (If you do not have an ePermits access code, you must visit the One Stop Shop Permit Office at 417 E. Fayette Street, Room 100 with your license and a valid photo ID to receive the ePermits access code. Please note that we only provide ePermit access codes to the license holder.) You only need to complete this step once for each license number. If you have questions about your ePermits access code please call 443-984-1809.
Authorized Agents: Per the Building, Fire, and Related Codes of Baltimore City 2015, Section 105.3(13) Application for permit: if signed by an agent, the permit must be accompanied by proof of agency (Agent Authorization Affadavit), and proof of the agent’s identity, by copy or presentation of a valid Maryland driver’s license or other Maryland identification.
Applicants using contractors: Before you can use a contractor to complete work on your permit, the contractor must first sign up to use the ePermits system and register their license (see above). Please have your contractor's name and license number available when you apply.
Message board: To enhance electronic communications, we have created a message board feature in the ePermits system. You will receive an email if a permit processor has posted a message for you to view. You will then log into your account to respond. You can attach any requested documents to your message. You can also initiate a message or ask a question about your permit through the message board.
Payment: You will need to pay your permit fees through the online system or at the One Stop Shop Permit Center before your permit can be issued. Payments made online by check are free; payments made by credit card are subject to a small fee. Once payment is made you will receive your permit via email.
Check Plans Status: Once you have your Plans Number, you can check your status online anytime.
All permits must have a final inspection before a Certificate of Occupancy can be issued. All inspections can now be scheduled online, following the prompts once you log into your account. Customers can also call the QuickTrac system (443-984-2776) 24 hours a day to schedule permit inspections via phone.
