Stacy Freed, Senior Advisor to the Chief Operations Officer, joined the Department of Housing & Community Development in 2007 as Director of Planning and Programs. Ms. Freed has 30 years of housing and community development experience in the non-profit, for-profit, and private sectors. The native Nebraskan has been instrumental in large-scale redevelopment initiatives by East Baltimore Development, Inc. (EBDI) and similar projects in Park Heights and Uplands. As Senior Advisor to the Chief Operations Officer, Ms. Freed provides oversight and guidance for several of DHCD’s key programs and initiatives. This includes establishing the Affordable Housing Trust Fund Commission and the Community Catalyst Grants program. Additionally, Ms. Freed manages the Inclusionary Housing Advisory Board, community development and development-related matters, and special projects. She is also on the management team for the Perkins/Somerset/Oldtown Transformation effort and is a member of the Poe Choice Neighborhoods Grant Steering Committee. Ms. Freed earned master’s and bachelor’s degrees in history from the University of Kentucky and Goucher College, respectively.
