Statement of Purpose
The DHCD Emergency Management Group is dedicated to providing support to our residents and first responders. Our purpose is to build, sustain, and strengthen the neighborhoods of Baltimore City. We are here in times of need. Our work is done through a lens of equity, empathy, professionalism, respect, and genuine care for those we serve while working toward building a culture of preparedness, which supports an integrated and collaborative approach to emergency planning.
