Developer Incentive Program (DIP)

The Baltimore City Department of Housing & Community Development (DHCD) has established the Crime Prevention Through Environment Design (CPTED) - Developer Incentive Program (DIP) to provide funding to address quality of life concerns​, eliminate vacant and blighted properties in identified areas, and perform targeted demolitions that will help improve public safety.​

Up to $250,000 is allocated for the Vacant Rehabilitation & Developers Incentives​ category of the CPTED DIP. Of this amount, $100,000 will be used for commercial​ and $150,000 will be used for residential properties in the Brooklyn and Curtis Bay neighborhoods in Baltimore City. 

Through CPTED DIP - Residential, eligible property owners and developers can apply for $10,000 - $25,000 per unoccupied residential property to support pre-development and construction costs for rehabilitation.

Through CPTED DIP - Commercial, eligible property owners and developers can apply for $25,000 - $50,000 per unoccupied commercial property to support pre-development and construction costs for rehabilitation.

The application deadline is 6/30/2024.  DHCD will partner with the Greater Baybrook Alliance (GBA) as part of the review panel to determine awards.
