Developer Incentive Program (DIP)
The Baltimore City Department of Housing & Community Development (DHCD) has established the Crime Prevention Through Environment Design (CPTED) - Developer Incentive Program (DIP) to provide funding to address quality of life concerns, eliminate vacant and blighted properties in identified areas, and perform targeted demolitions that will help improve public safety.
Up to $250,000 is allocated for the Vacant Rehabilitation & Developers Incentives category of the CPTED DIP. Of this amount, $100,000 will be used for commercial and $150,000 will be used for residential properties in the Brooklyn and Curtis Bay neighborhoods in Baltimore City.
Through CPTED DIP - Residential, eligible property owners and developers can apply for $10,000 - $25,000 per unoccupied residential property to support pre-development and construction costs for rehabilitation.
Through CPTED DIP - Commercial, eligible property owners and developers can apply for $25,000 - $50,000 per unoccupied commercial property to support pre-development and construction costs for rehabilitation.
The application deadline is 6/30/2024. DHCD will partner with the Greater Baybrook Alliance (GBA) as part of the review panel to determine awards.
