DHCD uses the Request for Proposal ("RFP") or Request for Qualifications ("RFQ")  Programs to seek developers or development teams for large scale projects that require extensive experience in urban revitalization initiatives, a proven track record of community partnerships, and financial  and organizational capacity to successfully implement and complete complex redevelopment projects within a timely period.

The Fall 2021 Request for Proposal was released on Monday, October 18, 2021.  DHCD will host a Pre-Proposal Conference on Thursday, October 28.  Questions and Answers from the Pre-Proposal will be posted on the DHCD website by Friday, November 5, at 3 p.m. (EST).  Written questions and inquiries will be accepted from Respondents but must be submitted online by Monday,  November 1, at 3 p.m. (EST). 

RFP Submission Guidelines:  Proposals will be received until 11:59 pm., Friday, December 17, 2021.  Any proposal received after this date and time will not be accepted.  Questions regarding proposals should be directed to developmentinfo@baltimorecity.gov.
