Developer Registry

The City of Baltimore Department of Housing & Community Development has established two registries of pre-qualified developers in designated Impact Investment Areas through two separate Requests for Qualifications: one for rehabilitation and another for new construction.

Our goal is to strengthen our community partnerships and engagement by seeking responses from mission-oriented developers (“Developer Partners”) with demonstrated experience to partner and to develop new in-fill residential and/or multifamily housing and to rehabilitate vacant buildings for homeownership opportunities. The four Impact Investment Areas (IIAs) included in these offerings are:

Broadway East -  Coldstream Homestead Montebello -  East Baltimore Midway - · Southwest Partnership

IIAs are neighborhoods that offer near-term opportunities to achieve inclusive, economically sustainable growth supported by a comprehensive multi-agency City strategy and significant public investments. They are located strategically near anchor institutions, major redevelopments, and recent neighborhood investments. As these areas stabilize and grow, they will serve as strong community assets that will help fuel subsequent transformational development in adjacent communities. These registries are sought to enhance the organization's agility, efficiency, and ability to deliver redevelopment projects quickly and consistently.

This program is not replacing any other DHCD disposition program or our ability to do targeting offerings for specific properties, but serves as an additional tool in our toolbox as we continue our vacancy reduction work. DHCD's plan to maintain a registry of pre-qualified developers is a strategic move that will offer several significant benefits:

  • Efficient project staffing - having a pre-screened list of developers readily available can help us quickly identify and select developers based on project requirements, saving time and effort.
  • Faster project kickoff - with a registry at our disposal, we can initiate projects more quickly.
  • Cost-effective resource management - with a registry, we can optimize resource management.
  • Flexibilty and scalability - a registry provides flexibility to scale a development team based on project demands.
  • Relationship building - a registry serving specific IIAs can foster strong relationships and collaboration with the community they are serving.
