Requests for Qualifications - Developer Registry!

The City of Baltimore Department of Housing & Community Development is seeking to establish two registries of pre-qualified developers in designated Impact Investment Areas through two separate Requests for Qualifications: one for rehabilitation and another for new construction.

Our goal is to strengthen our community partnerships and engagement by seeking responses from mission-oriented developers (“Developer Partners”) with demonstrated experience to partner to develop new in-fill residential and/or multifamily housing and to rehabilitate vacant buildings for homeownership opportunities. The four Impact Investment Areas (IIAs) included in these offerings are:

· Broadway East

· Coldstream Homestead Montebello

· East Baltimore Midway

· Southwest Partnership

IIAs are neighborhoods that offer near-term opportunities to achieve inclusive, economically sustainable growth supported by a comprehensive multi-agency City strategy and significant public investments. They are located strategically near anchor institutions, major redevelopments, and recent neighborhood investments. As these areas stabilize and grow, they will serve as strong community assets that will help fuel subsequent transformational development in adjacent communities. These registries are sought to enhance the organization's agility, efficiency, and ability to deliver redevelopment projects quickly and consistently.

This program is not replacing any other DHCD disposition program or our ability to do targeting offerings for specific properties, but serves as an additional tool in our toolbox as we continue our vacancy reduction work. DHCD's plan to maintain a registry of pre-qualified developers is a strategic move that will offer several significant benefits:

  • Efficient project staffing - having a pre-screened list of developers readily available can help us quickly identify and select developers based on project requirements, saving time and effort.
  • Faster project kickoff - with a registry at our disposal, we can initiate projects more quickly.
  • Cost-effective resource management - with a registry, we can optimize resource management.
  • Flexibilty and scalability - a registry provides flexibility to scale a development team based on project demands.
  • Relationship building - a registry serving specific IIAs can foster strong relationships and collaboration with the community they are serving.

Emerging and Small Developers

DHCD is committed to growing and affording opportunities to both emerging and small developers. We are not only seeking experienced and developers that have the capacity to do larger projects but are specifically seeking to include in our mix of pre-qualified registry a group of development partners that have been in business for three years or less and/or developers that may only have the capacity to redevelop a small number of properties at a time.

For each of the Requests for Qualifications, there is a common application where you can apply for one or more of the Impact Investment Areas. Please note that each IIA in the respective RFQ will be evaluated separately and application for a specific area or RFQ does not guarantee interview, selection or award. Rehabilitation- Developer Requests for Qualifications

DHCD is seeking developers to rehabilitate vacant city owned buildings in the Broadway East, Coldstream Homestead Montebello, East Baltimore Midway and Southwest Partnership Impact Investment Areas for homeownership. This development will be a partnership between the developer and DHCD. Ultimately, DHCD desires to create economically diverse communities. Accordingly, it is intended that the completed properties will be initially priced at no more than 120% of the area median income.

New Construction- Developer Requests for Qualifications

DHCD is seeking developers to construct new residential houses in the Broadway East, Coldstream Homestead Montebello, East Baltimore Midway and Southwest Partnership Impact Investment Areas. Our goal through this RFP to create new construction homeownership infill, but there may be the opportunity to complete new construction multi-family projects for rental or mixed-use. All multi-family projects can be mixed-income but will be required to have affordable units. It is intended that the completed properties will be initially priced at no more than 120% of the area median income.

New Construction Opportunities may be subject to a secondary proposal and review process.
