City of Baltimore Seeks Applicant for Inclusionary Housing Board – Tenant Member Position

The City of Baltimore is inviting interested residents to apply for a seat on the Inclusionary Housing Board. We are currently seeking a tenant applicant who earns up to 60% of the Area Median Income (AMI).

Position Details:

  • Open to Baltimore City residents who meet income eligibility
  • Role involves providing guidance to support the City’s Inclusionary Housing initiatives

Application Process: All interested applicants must complete the Boards and Commissions Application. In addition, applicants are required to submit proof of income and residency, including:

  • Two most recent pay stubs, benefit letter (SSA/SSI), 2025 benefit letter, or a zero-income statement
  • List of persons in household
  • Lease agreement or utility bill with matching address
  • Valid State ID with matching address

Selection Process: Final candidates will be selected by the Mayor’s Office of Government Relations and must receive confirmation from the City Council. Prior to final appointment, applicants will undergo a background check upon authorization.

About the Inclusionary Housing Law: Baltimore’s Inclusionary Housing law mandates that certain market-rate apartments dedicate 10% of their units to households earning 50-60% of the AMI. The law also establishes the Inclusionary Housing Board, which provides essential guidance to the Department in implementing these requirements.

Board Composition: The Board consists of 10 members:

  • Four appointed by the Mayor
  • Three appointed by the City Council President
  • Three designated by agency heads
