Affordable Housing Trust Fund makes $8.1 Million available for Community Land Trusts

~ Applicants can apply for up to $1 million per project ~

The Baltimore City Department of Housing & Community Development (DHCD)has announced the availability of $8.1 million in funding from the Affordable Housing Trust Fund (AHTF) to support homeownership projects sponsored by Community Land Trusts (CLTs). This Notice of Funding Availability (NOFA) will make up to $1 million available per project for qualified applicants. The funds can support acquiring and stabilizing non-City-owned properties, operations, predevelopment, and construction costs.

CLTs are community-driven organizations that acquire and steward land for the long-term benefit of low- and moderate-income households. By removing land from the speculative market, CLTs ensure that housing remains permanently affordable, providing stability for families and fostering strong, vibrant communities. This initiative is part of the City's ongoing commitment to expanding affordable homeownership opportunities in Baltimore, reducing vacants, and removing blight.  The AHTF has invested over $17.5 million in CLT projects throughout the city.

Interested applicants can find detailed eligibility requirements and application instructions on the DHCD website at dhcd.baltimorecity.gov/nd/affordable-housing-trust-fund.  Applications for this NOFA are being accepted on a rolling basis until funds are exhausted and must be submitted through the Neighborly application portal. Notification of awards will be 90 days from submission of application.

For more information about the application process, questions can be submitted to Dhcd.AHTFNOFA@baltimorecity.gov.
